Mukisa Joshua William is an expert in healthcare M&A, impact investing, and youth empowerment across Africa. He has successfully built scalable businesses and investment models that strengthen Africa’s healthcare sector and empower youth financially.

Biography

Mukisa Joshua William is a lawyer, policy researcher, and professional working at the intersection of financial systems, healthcare investment, and regulatory reform in emerging markets.

He is the Principal and Founding Executive Director of The Burnratty Investment Group Limited, an investment platform focused on healthcare systems development and long-term value creation in the health sector in East Africa. His work involves structuring healthcare-related investments, supporting transaction processes, and engaging with financing strategies for healthcare delivery and digital health initiatives.

His research focuses on the structure and governance of financial systems, particularly the hidden mechanisms that shape access to capital, pricing efficiency, and cross-border financial flows. He is currently a Migration Fellow with the Konrad Adenauer Stiftung Youth for Policy program, where his work examines remittance systems and their impact on household welfare and access to essential services in Uganda.

Alongside his policy and investment work, he has contributed to legal and governance research on financial regulation, digital identity systems, privacy law, and environmental governance across Africa through engagements with institutions including the Centre for African Affairs and Conflict Research (CAACOR).

His publications include Privacy in the Age of Biometric Passports: African Legal Perspectives (2025), The Right to Privacy in Uganda (2025), Policy Options for Combatting University Education Dropout in Uganda (2021), and Cross-Border Legal Practice in East Africa: Overcoming Challenges (2019).

Mukisa holds a Bachelor of Laws (LL.B. Hons) from Makerere University.

He has completed leadership and advanced training through the Harvard University Aspire Leaders Program, the Great Lakes Regional Training Program in International Law and Transitional Justice with Initiatives for Peace and Human Rights (iPeace), and the Principled Business Accelerator with Liberty Ventures, with training in conscious capitalism, leadership, and global governance systems.

He is currently focused on developing investment and policy frameworks that connect financial infrastructure, healthcare systems, and regulatory design, with a focus on improving transparency, efficiency, and long-term sustainability in emerging market systems.
